The position of experts IKU

The expert is one of the most important figures in dog breeding. From its activities largely depends on the assessment and further development of the breed (breeds) of dogs.
The expert should be professionally trained, have high moral and ethical qualities.

1. Classification of experts:

1.1 depending on the specification of dog breeds, experts may be divided into experts:
- One breed each
- Group (or several) breeds in accordance with the group IKU
- All breeds.

1.2 depending on length of service and number of dogs that have passed examination at a specific expert, distinguished expert:
- 3rd category
- 2nd category
- 1st category
- National category
- International category

1.3 Expert On one breed can have any category.
Expert group of breeds can have a category starting with the 2nd.
Expert on all breeds can have only national or international category.

1.4 the initial status of an expert Advisor is defined as a category 3 expert on breed.

1.5 the international category is assigned By the higher qualification Commission of IKU.

2. Qualification/expert / Commission

2.1 the Qualification (expert) Commission or Bureau of the Board of experts shall consist of experts of the highest category (not lower than National)

2.2 the Qualification Commission accepts for consideration documents of applicants for assignment of a rank according to item 4

2.3 Qualification Commission sends an opinion-recommendation of the applicant report describing dogs.

2.4 according to the decision Of K. K. (Bureau) assigns ranks to applicants and issues the Certificate of a certain sample and the accounting card of the expert.

2.5 K. K. (Bureaus) when reviewing documents you may make a decision:
- assign the title of category expert
-fail
-to defer consideration of

The title is awarded in case of compliance of all submitted documents with the necessary requirements. Refusal in assignment of a rank can be taken out in case of non-performance by the applicant of the shown requirements. Consideration may be postponed if the applicant does not submit at least one required document.

2.6.K. K. (Bureau) recommends experts on exhibition, tribal reviews, according to their qualifications.

2.7.K. K. Directs applicants as interns to the rings of breeds or group of breeds.

2.8.Accounting cards of the expert are filled in at each exhibition with the list of breeds and the indication of number of dogs.
The seal of the organization holding the exhibition and the signature of The chief Expert or the Chairman of the exhibition Are obligatory.

3. Expert training

3.1.The candidate for experts must undergo theoretical training and pass examinations at the courses organized by public canine associations, which are legal entities and have the right to organize courses.
Courses can be both full-time and correspondence.
Courses offered by Commercial or private organizations are not recognized.
The age of admission must be at least 18 years.

3.2.After passing the theoretical training and exams, the applicant receives the relevant document (diploma or certificate), must undergo practice (internship) at the exhibitions at the expert not lower than the 1st category, submit a report with a description of the dogs and get a written review.

3.3.The applicant who has completed the courses and has the practice of an Intern, as well as experts who increase the category according to paragraph 4.1.-4.6. submit the following documents to the Qualification (expert) Commission:

- copy of the document on General education
- the statement of a certain form )showing kennel of the club)
- copy of the document on General education
- the statement of a certain form )showing kennel of the club)
- copy of expert's certificate and registration card
- report with description dogs (in form) in printed the form of (PP.4.1.-4.6.)
- expert feedback
- the recommendation of the expert in accordance with clause 2.3.
- 2 photo 3X4.

4.The terms of the attribution of titles

4.1.The title of the expert is assigned to applicants provided:
- at least 21 years of age
- experience in dog breeding (presence of a dog, participation in the club, society)

4.2.- The initial title of expert of the 3rd category is assigned to the applicant in the presence of his internship for at least 3 years at 3 exhibitions. In the presence of 3 reviews, not less than 2 different experts not lower than the 1st category.
-should be presented a report describing the dogs in the form printed on one breed of dogs in the amount of not less than 50.
-needs to be submitted documents pursuant to paragraph 3.4; 4.1
after assigning the title, the applicant receives an expert certificate of the 3rd category of breed:.. and expert's account card

4.3.To obtain a 2-category is required during 5 years after receiving the title of expert of the 3rd category, to make an examination of not less than 3 not less than 150 exhibitions of dogs of the same breed and present a printed report of 75 dogs.
The examination is carried out independently, as well as partially (not more than 50%) as an Intern with an expert, not less than 1 category.
To receive the title of expert of the 2nd category for several species met the same conditions.

4.4.To obtain the title of expert of the 1st category, it is necessary to conduct an examination independently at least 5 exhibitions within 5 years. The number presperterian dogs must be at least 300 of the same breed. A report describing the dogs should be presented in 100 dogs of the same breed. To receive feedback from an expert not lower than the Republican category.

4.5.To receive the title of expert of National category, need a period of 6 years to conduct self-examination as an expert of the 1st category at the 6 shows, at least 500 dogs of the same breed. Submit a report on the form for 100 dogs of the same breed. Feedback on the report should be received from 2 experts not lower than the National category.

4.6.To obtain the title of an expert on a group of breeds (several groups), starting from the 2nd category, it is necessary to conduct an examination of at least 30% of the breeds included in the group.

5. Rights and duties of the expert

5.1.The expert has the right:
- conduct self-examination of dogs at the invitation of the organizer or on behalf of the expert Commission of the canine Association in accordance with their qualifications-to improve their skills by working as an assistant in the rings of other breeds
- to participate in the training and professional development of experts.
Allowed to examine single specimens from dogs of different breed on small exhibitions in the absence of an expert specialist.
Give feedback (in hard copy) on the work and the report of the Junior expert or trainee.

5.2.The expert is obliged:
- be in the ring tactful, correct, friendly
-to conduct examination in accordance with the approved breed standards, examination technique and the rules of the exhibition in the dog training system organizations IKU, be sure noting in the description of the dog, both positive and negative qualities of each of the exhibited dogs.

5.3.The expert is prohibited:
- to get acquainted with the pedigrees of the exhibited dogs before the end of the examination
- to see individual dogs in the ring
- distracted during the examination of foreign Affairs, personal conversations
- Smoking is allowed in the ring
- to exhibit his or her family dog in the ring, where he conducts the examination, as well as the dog of joint ownership.

6.Responsibility of experts

6.1.The expert is morally and administratively responsible for the quality of the examination.

6.2.For violation of the rules of exhibitions, poor quality expertise, unethical behavior in the ring, the expert may be imposed a penalty:
- warning
- reprimand
- disqualification for a period of 1 to 3 years
- complete disqualification

6.3.The penalty is imposed:
- on experts of the international category by the expert Commission of IKU.

7.The procedure for the payment of experts

7.1.All calculations with the expert are carried out by the organizing organization. Transportation and travel expenses of non-resident and foreign experts are subject to mandatory payment in accordance with the legislation of the country where the exhibition is held.

7.2.Payment for expert work in the ring is made on the basis of a preliminary decision of the exhibition.

7.3.The expert has no right to set conditions for payment of his work.

7.4.Payment-in-Chief of an expert is calculated as the total number of dogs that have passed examination. Approved By The Exhibition.
